The New York Health Act (S3425 / A1466)
The New York Health Act would create a single, publicly run health plan that covers every New York resident:
- Everyone is covered, regardless of income, age, job, or immigration status
- No premiums, deductibles, copays, or coinsurance
- Covers medical, prescription, dental, vision, hearing, mental health and substance use treatment, reproductive, and long-term care
- Funded progressively, based on ability to pay: a payroll assessment (employers pay at least 80%, employees no more than 20%, with the first $25,000 of income exempt) plus an assessment on capital gains and other investment income
